Measuring Software Delivery: You are what you measure


The software world may be looking to always deliver innovation and new features faster. However, delivery speed alone is no longer a meaningful indicator of success. Teams are expected to deliver quickly and safely, sustainably, and predictably. Doing so though is a big challenge for many teams and the key to this improvement is understanding your software well and knowing what is going in in your software delivery process very well.


This is where metrics play a critical role. Measuring software delivery isn’t about creating dashboards for leadership optics. it’s about creating visibility, enabling better decisions, and continuously improving how value flows from idea to production.


When used well, delivery metrics become a shared language between engineering, product, and leadership. When used poorly, they become noise, vanity indicators, or worse, incentives for unhealthy behavior. The difference lies in what you measure, how you measure it, and how you act on the data.


And it’s a topic that I feel needs to be looked at further and so over the next few blog posts, I will unpack some of the information I cover here in more detail, as well as looking into some of the more technical aspects of how we can gather these metrics and shape our data effectively to make the correct decisions.


Why Metrics Are Essential in the Software Delivery Journey


Software delivery is a complex system involving people, processes, tooling, and technology. Without metrics, teams rely on intuition, anecdotes, and lagging outcomes like missed deadlines or production incidents. Metrics allow teams to move from reactive firefighting to proactive improvement.


Effective delivery metrics help teams:

  • Understand flow and bottlenecks across the delivery pipeline

  • Balance speed with quality and stability

  • Detect risks early rather than after failure

  • Align engineering work with business outcomes

  • Measure the impact of process or tooling changes objectively


Most importantly, metrics provide feedback loops. Just as code needs tests and monitoring, delivery systems need measurement to evolve responsibly.


The Importance of Accurate and Trustworthy Data


Metrics are only as valuable as the data behind them. Inaccurate, inconsistent, or incomplete data erodes trust and leads to poor decision-making. Teams quickly disengage from metrics they don’t believe in.


High-quality delivery data depends on:

  • Consistent definitions (e.g. what “done” or “deployment” actually means). This is relevant not just to having a consistent process, but a consistent standard of tooling in large organisations as well.

  • Automated data collection from source systems (CI/CD, version control, ticketing tools)

  • End-to-end visibility, not just isolated team metrics

  • Contextual interpretation, not raw numbers in isolation


Metrics should describe reality, not an idealized version of it. If teams start “gaming” the numbers or manually correcting dashboards, the system has already failed.


Core Categories of Software Delivery Metrics


Rather than measuring everything, effective organizations focus on a small set of meaningful indicators that reflect delivery health. You may not be familiar with all of these metrics, what they mean, or know how to measure them - but I will unpack that in more detail over some coming blog posts to make it easier to understand.


Flow and Speed Metrics

These metrics help teams understand how work moves through the system.


Examples:

  • Lead time (idea to production)

  • Cycle time (work start to completion)

  • Deployment frequency

  • Work in progress (WIP)


Use cases:

  • Identifying bottlenecks in the pipeline

  • Understanding whether work is flowing smoothly or getting stuck

  • Evaluating the impact of process changes (e.g. trunk-based development)


Quality and Stability Metrics


Speed without quality leads to rework, incidents, and burnout.


Examples:

  • Change failure rate

  • Defect escape rate

  • Test pass/fail trends

  • Production incident frequency


Use cases:

  • Detecting whether faster delivery is increasing risk

  • Identifying fragile areas of the codebase

  • Prioritizing technical debt reduction


Reliability and Recovery Metrics


Failures are inevitable, resilience is what matters.


Examples:

  • Mean time to recovery (MTTR)

  • Rollback frequency

  • Incident duration


Use cases:

  • Measuring operational maturity

  • Improving incident response and observability

  • Understanding system robustness under change


Predictability and Planning Metrics


These metrics help teams plan realistically and build trust with stakeholders.


Examples:

  • Delivery predictability (planned vs delivered)

  • Throughput trends

  • Forecast accuracy


Use cases:

  • Improving roadmap confidence

  • Reducing overcommitment

  • Supporting data-informed planning rather than guesswork


Engineering Health and Sustainability Metrics


Delivery performance degrades when teams burn out or systems become unmaintainable.


Examples:

  • Rework rate

  • Technical debt trends

  • Test automation coverage

  • On-call load or alert volume


Use cases:

  • Identifying unsustainable delivery patterns

  • Supporting long-term engineering investment

  • Preventing hidden quality erosion


Metrics as Signals, Not Targets


One of the biggest mistakes organizations make is turning metrics into targets or performance scorecards. When metrics are used to judge individuals or teams, behavior quickly shifts to optimizing numbers instead of outcomes.


Healthy metric usage focuses on:

  • Team-level insights, not individual comparison

  • Trends over time, not point-in-time snapshots

  • Conversations and improvement actions, not blame

  • Learning why a metric moved, not just that it moved


Metrics should prompt better questions, not provide simplistic answers.


From Dashboards to Decisions


The true value of delivery metrics lies not in dashboards, but in the decisions they enable. A good metric should answer at least one of the following:

  • Where is work slowing down?

  • Where is quality degrading?

  • Where are we taking on too much risk?

  • What investment will improve outcomes the most?


When metrics are tightly integrated into retrospectives, planning, and leadership conversations, they become an engine for continuous improvement rather than passive reporting.

Measuring software delivery is not about control, it’s about clarity. In an environment of increasing complexity, distributed teams, and accelerating change, metrics provide the visibility needed to deliver better software, more reliably, and more sustainably.


When grounded in accurate data and used with the right intent, delivery metrics empower teams to improve their systems, build trust with stakeholders, and continuously raise the bar on how software is delivered.


The goal isn’t perfect numbers, it’s better outcomes.
